Use of Seat Belts for Wheelchairs

Looking for some input on fall prevention of wheelchair users in LTC that attempt to independently transfer. We have used alarming belts and weight activated chair sensors, but without much luck as it doesn't allow caregivers to get to residents before they fall. We have used seatbelts with small release buttons (with permission from SDM or POA of course) but this has also been unsuccessful as residents are able to undo, and then attempt to transfer and fall. Other than using restraints and regular monitoring, does anyone have suggestions for preventing these falls?
