How are patients or residents moved after a fall if you suspect a hip fracture?

I work in a LTC, Complex Care Rehab facility and am wondering if a client or resident should be moved after a fall if you think the hip maybe fractured ie they have pain, external rotation of the hip, leg length discrepancy.  Currently, we leave them on the floor,  staff stay with them and EMS is called. They bring the scoop stretcher and transport them to our acute care facility.  I am just wondering if this is still best practice and if they should be moved to a bed to wait for EMS.  Should they be given pain medication while waiting?  We use a mechanical lift to get them off the floor if no fracture is suspected. We have a no lift policy for staff.
